That is not a legal determination. Care Carta is not CMS, has no enforcement authority, and is not the arbiter of whether any hospital is legally compliant with 45 CFR Part 180 or any other rule. A result here — passed, failed, or otherwise — reflects what our automated checks observed on a given day, not a ruling on a hospital's legal standing.
